Difficult to make a house pass

The new version is almost impossible to pass a regular house without going to 19 SEER AC and HSPF 10.  I never had this problem before.  What gives?

William, the latest version of the software complies with the current FL Building Energy Code.The requirements to pass are exactly as imposed by this state standard. Keep in mind however that the performance method calculation is a trade off method so it is not necessary to have SEER 19 equipment to pass. You could make other improvements to the home, such as additional ceiling or wall insulation or improved windows. These things can also bring a home to pass without upgrading cooling equipment. 

Check the floors, roof & duct leakage. That usually helps me pass with a 14 seer ac. Sometimes you have to manipulate this program just to get it to pass! I feel your pain

I am enclosing the west side of a terrace which has the other three wall adjacent to the conditioned home. How can I input the interior walls? By saying they are adjacent to other tenant?
