This could indicate there was a large hole or opening such as a window, door or attic hatch open during testing. According to ASTM E0779-10, a value less than 0.5 or greater than 1.0 indicates the test is invalid and requires the test to be repeated.

Results less than 0.97 indicate the data points do not fall on the curve. This could indicate testing was performed under windy conditions, may have entered incorrect multi-point values or took the readings without the meter "catching up" with the data point.
